Everyone hates leaf blowers. We have laws banning them. So why are they everywhere?

Several California cities have had bans on gas-powered leaf blowers for years. Los Angeles passed a ban on gas-powered blowers in1996 but the law is rarely enforced. L.A. Times reader Greg Golden asks why.
